According to latest reports that we have received, Microsoft has pushed the planned release date of the upcoming Windows 10 Mobile Anniversary Update iwhich was indeed sloted for August 9th.
The company, however is working hard to release Mobile Anniversary Update following the launched of Windows 10 Anniversary Update for PCs on August 2. The update will first come to unlocked devices, followed by August 16th for carrier devices (via WindowsCentral).
An official tweet of Microsoft Lumia India staff spill the beans, but the staff later pulled the tweet:

Now, a newly surface report claim, that Microsoft is indeed going with its plan of the Windows 10 Mobile Anniversary Update release on Tuesday, August 9 for unlocked Windows 10 Mobile devices susch as Lumias and presumably Coship, NuAns, Acer, and more.
And the next week on August 16th, the company will ship Anniversary Update to carrier-locked phones. The reason for this extra time, is certainly carriers need some extra time to fine tune the final version before making it available to customers.
Also, the report suggesting that the final build for the Anniversary Update could be 14393.67, or 14393.10 (but this build is not yet released to Windows Insiders). So, 14393.5, which is the latest release avialable for Insider could also see the general release.
While you wait for the Anniversary Update, since not all the Windows devices are supported by the Anniversary Update, “the availability of Windows 10 Mobile as an upgrade for existing Windows Phone 8.1 devices will vary by device manufacturer, device model, country or region, mobile operator or service provider, hardware limitations, and other factors,” company stated.

Additionally, in the meantime to install the upgrade—make sure you are running the Windows Phone 8.1 GDR1 QFE8 or later. And, make available adequate space, because, Windows 10 is a large file – about 1.4 GB (in some instances, download size may be larger).
