The latest in YouTube redesign comes the integration with company's owned social networking service Google+, as YouTube has begun testing the top header that's already displayed in other Google products suchs as Google Search, Gmail, Google Docs and many other Google services.
The new header shows Google+ notifications, a box that lets you share videos with other Google+ users and links related to your Google profile.
At this moment, the Google Plus header is only displayed to users, when they log in using their Google+ account, and which don't have a YouTube account associated with.
In short, the account that don't have a YouTube username and channel.
