AT & T reports that the slower upload speeds on AT & T's network was caused by Alcatel-Lucent hardware. Speed issues have been reported in several cities including Philadelphia, New York, Seattle and Washington, D.C.;

"AT & T and Alcatel-Lucent jointly identified a software defect -- triggered under certain conditions - that impacted uplink performance for Laptop Connect and smartphone customers using 3G HSUPA-capable wireless devices in markets with Alcatel-Lucent equipment. This impacts less than two percent of our wireless customer base. While Alcatel-Lucent develops appropriate software fix, we're providing normal 3G uplink speeds and consistent performance for affected customers with HSUPA-capable devices."

"HSUPA -- short for High Speed Uplink Packet Access, is the most current version of 3G GSM wireless standard in use by AT & T. In real-life situations, it's said to bump uplink speeds to 500kbps to 1.2Mbps from the 384kbps that's the maximum with HSDPA (High Speed Downlink Packet Access), the precursor to HSUPA."
