For this reason “Google include the iPad as a mobile device in AdWords, to let advertisers extend the reach of their current ad campaigns to these new types of devices. To ensure that your ads appear on new mobile devices like iPad, simply make sure you’ve “all mobile devices” selected in your campaign settings under “Networks and devices” section. You can also use default setting, "All available devices." If you want to target iPad specifically, AdWords engineers are busy at work doing final testing on an option to enable you to do just that. It’ll appear in coming days when you choose to “target only selected mobile devices,” states Google.
