On October 22nd, Windows 7 will be available in following 14 languages: English, Spanish, Japanese, German, French, Italian, Dutch, Russian, Polish, Brazilian Portuguese, Korean, Simplified Chinese, Traditional Chinese and Chinese (Hong Kong). Then on October 31st, remaining 21 languages will become available.
Basically if you buy a PC with Vista from tomorrow onwards, you get a free upgrade to a similar version of Windows 7. See Windows 7 Upgrade Option Program for the details, which kicks off tomorrow, June 26th!. Pre-orders start tomorrow in US, Canada and Japan with more than 50% discount and pre orders will start for UK, France and Germany on July 15th.
