On Widows 2000 and Windows Server 2003, we use 300000 to change the default maximum shutdown time from 20 seconds to 5 minutes.</description>

I have used SetConsoleCtrlHandler in conjunction with SetProcessShutdownParameters to control the shutdown sequence for services prior to Vista/2008.  So this makes me doubt this entire topic.</description>
