When attempting to download emails from the POP3 server I was unable to use outlook. I couldn't download any email but the status bar showed that the download was occuring but at an unusable pace. Usually it would havg at aroun 10-15K and time out. The same solution, runing "netsh interface tcp set global autotuninglevel=disabled" corrected the problem. Now Oulook 2003 flys.
