For Mac users, Dock bar is built into the OSX,  and is located at the bottom of their screen for quick launch of commonly used applications.

For Windows platform, there are many utitlites (commercial)avilable, which offere same kind of functionalities, like for e.g. ObjectDock.

Punk Software’s has developed “RocketDock” — RocketDock is a smoothly animated, alpha-blended application launcher that is similar to ObjectDock. It renders quickly like MobyDock, has the visual sharpness of Y’z Dock, and the stability that neither seem to possess.
